NOTICE OF SPECIAL MEETING (CLOSED SESSION)
NOTICE IS HEREBY GIVEN THAT THE CITY COUNCIL and/or GRASS VALLEY REDEVELOPMENT AGENCY WILL HOLD A SPECIAL MEETING AT 6:00 P.M. ON TUESDAY, JANUARY 12, 2010, IN THE MAYOR’S CONFERENCE ROOM OF GRASS VALLEY CITY HALL, 125 EAST MAIN STREET, GRASS VALLEY, TO CONSIDER THE MATTER LISTED BELOW. ANY MEMBER OF THE PUBLIC MAY COMMENT ON THIS ITEM BEFORE ITS CONSIDERATION.

1. Proclamation of the City of Grass Valley City Council honoring the Nevada Union High School Miners 2009 Sac-Joaquin Division 1 Section Championship Football Team

E. BRIEF REPORTS BY COUNCIL MEMBERS
F. CONSENT ITEMS – All matters listed under the Consent Calendar are to be considered routine by the City Council and/or Grass Valley Redevelopment Agency and will be enacted by one motion in the form listed. There will be no separate discussion of these items unless, before the City Council and/or Grass Valley Redevelopment Agency votes on the motion to adopt, members of the Council and/or Agency, staff or the public request specific items to be removed from the Consent Calendar for separate discussion and action (roll call vote).
2. Approval of Action Minutes of the Regular Meeting of December 8, 2009 and the Special Redevelopment Agency Meeting of December 29, 2009
RECOMMENDATION: Approve Minutes as submitted.
3. Warrant Registers
RECOMMENDATION: Approve warrant disbursements in the amount of $2,043,318.59 for the period December 1, 2009 through December 31, 2009.
4. Resolution of the City of Grass Valley Redevelopment Agency authorizing the Chair or Executive Director to take action concerning the acceptance of and consent for recordation of deeds and grants.
RECOMMENDATION: Adopt RDA Resolution 2010-01 concerning the acceptance of and consent for recordation of deeds and grants. (Redevelopment Agency Item)
5. Resolution of the City of Grass Valley City Council Authorizing the Mayor or City Administrator to take action concerning the acceptance of and consent for recordation of deeds and grants.
RECOMMENDATION: Adopt Resolution 2010-02 concerning the acceptance of and consent for recordation of deeds and grants.
6. 2009 Audit of Transportation Related Funds Allocated by the Nevada County Transportation Commission, (NCTC), for non-transit related purposes
RECOMMENDATION: Receive and file Fiscal Year ended June 30, 2009 Transportation Related Funds Audit allocated for non-transit purposes, as prepared by the firm of Bartig, Basler & Ray, LLP.
7. Approve plaque as presented to the Nevada County Association of Realtors
RECOMMENDATION: Approve plaque as presented to the Nevada County Association of Realtors on January 8, 2010 in celebration of their 75th Anniversary.
8. Dorsey Drive Interchange Project – Accept Easement Deed
RECOMMENDATION: That Council accept the attached Easement Deed for the construction of improvements associated with the Dorsey Drive Interchange Project and authorize the City Clerk to sign the Certificate of Acceptance for the easement.
9. Adopt Side letter of Agreement between the City and Unit#7, Police Management.
RECOMMENDATION: Adopt Side Letter of Agreement between City of Grass Valley and Unit #7 Police Management.

H. PUBLIC HEARING
10. Consider Recommendation from Planning Commission to Adopt Final Housing Element for 2009 – 2014
RECOMMENDATION: After public testimony, adopt resolution 2010-01 approving the 2009 – 2014 Final Housing Element (09-PLN06) and Negative Declaration. I. ADMINISTRATIVE
11. Dorsey Drive Interchange Project – Construction Funding (Regional Improvement Program)
RECOMMENDATION: That Council authorize the Mayor to sign a letter to Nevada County Transportation Commission (NCTC) expressing the City Council’s preference on programming of Regional Improvement Program (RIP) funds for the Dorsey Drive Interchange Project.
