Agenda for a Regular Meeting of the Grass Valley City Council, Capital Improvements Authority and Redevelopment Agency 7:00 P. M., Tuesday, August 12, 2008 Council Chambers Grass Valley City Hall (Lower Level) 125 East Main Street, Grass Valley, California.

B. AGENDA APPROVAL

The City Council reserves the right to hear items in a different order in order to accomplish business in the most efficient manner.

C. INTRODUCTIONS AND PRESENTATIONS (Limited to 15 minutes)

Presentation of theYearly Report on NCTV and Introduction the New Executive Director of NCTV, Michael LaMarca

RECOMMENDATION: Information item only no action necessary.

D. PUBLIC COMMENT - There is a time limitation of three minutes per person. For any items that are not on the agenda and within the jurisdiction or interest of the City, please come to the podium at this time. If you wish to speak regarding a scheduled agenda item, please come to the podium when the item number and subject matter are announced. When recognized, please begin by providing your name and address for the record (optional). Anyone wishing to submit written information at the meeting needs to furnish ten (10) copies to the City Clerk in advance to allow for distribution to City Council, staff and the media.

F. CONSENT ITEMS
- All matters listed under the Consent Calendar are to be considered routine by the City Council and/or Grass Valley Redevelopment Agency and will be enacted by one motion in the form listed. There will be no separate discussion of these items unless, before the City Council and/or Grass Valley Redevelopment Agency votes on the motion to adopt, members of the Council and/or Agency, staff or the public request specific items to be removed from the Consent Calendar for separate discussion and action (roll call vote).

2. Warrant Registers

RECOMMENDATION: Approve warrant disbursements in the amount of $2,225,263.28 for the period July 12, 2008 through August 1, 2008.

3. Investments Reports

RECOMMENDATION: Approve Monthly Statement of Investments for June 2008.

4. Approval of Job Descriptions, Salary Schedules, and Authorization to Appoint the Chief Treatment Plant Operator and Treatment Plant Operator Trainee Positions

RECOMMENDATION: That Council 1) approve the job descriptions for Chief Treatment Plant Operator, and Treatment Plant Operator Trainee, 2) approve the salary schedule for the Chief Treatment Plant Operator and Treatment Plant Operator Trainee, and 3) authorize the Public Works Director to appoint the positions of Chief Treatment Plant Operators and Treatment Plant Operator Trainee within the salary schedule range with City Administrator concurrence.

5. Donations to Summer Recreation Program

RECOMMENDATION: That City Council 1) acknowledges and accepts various donations to the Summer Recreation Program and 2) direct staff to acknowledge the gifts.

6. South Auburn Street Parking Lot Budget Transfer

RECOMMENDATION: That Council and the Redevelopment Agency (RDA) authorize the transfer of $8,686 in RDA funds to various Public Works Department's accounts for staff and equipment time associated with the cleanup and rough grading of the 161 South Auburn Street parking lot.

7. Christopher's Old World Deli and Catering Loan Restructure

RECOMMENDATION: Authorize, via motion, 1) acceptance of the amended loan agreement terms for the borrower; and, 2) authorize the Mayor to sign the amended Promissory Note and Loan Agreement.

8. A Resolution of the City Council of the City of Grass Valley (City), authorizing the execution of a fiscal services agreement by and between the City and the Director of Finance

RECOMMENDATION: Approve Resolution No. 08-67 authorizing the execution of a fiscal services agreement by and between the City and the Director of Finance

9. Ordinance on Second Reading to Rescind Municipal Code 3.46, Regional Transportation Fee and amend Municipal Code 3.44 Roads, Bridges and Traffic Controls Improvement Fee to include the Regional Transportation Impact Fees

RECOMMENDATION: Waive the reading in its entirety and read by title only (requires a unanimous voice vote) and adopt Ordinance #697 to rescind Chapter 3.46 Regional Transportation Fee in its entirety and amend Chapter 3.44 Roads, Bridges and Traffic Controls Improvement Fee to include the ability to collect regional transportation impact fees.

Agreement for assignment of OES Fire Engine No. 334 to Grass Valley

RECOMMENDATION: Approve agreement between State of California Office of Emergency Service (OES) Fire and Rescue Branch and City of Grass Valley for the Temporary Transfer of Vehicular Equipment (OES Fire Engine No. 334) and authorize the City Administrator to sign the agreement and Fire Chief to sign associated documents to complete the assignment of the equipment. And authorize the continuation of the current agreement and temporary assignment of the existing OES Engine No. 225 for the current fire season following repair of the Engine.

11. Review of Potential Issues and Impacts of "Limited Growth Initiative"

RECOMMENDATION: Accept report and adopt Resolution No. 08-68 establishing a position in opposition by the Grass Valley City Council relative to the limited growth initiative. (voice vote)
