Several days of persistent rain are expected and may become heavy at times. This additional precipitation on top of already nearly saturated soils will raise the risk for river, urban, and small stream flooding issues. Soils will become saturated early in the event and some snow melt may add to the water flowing into the rivers for the foothills and lower mountain elevations and onto roadways(Mainly below 4000 feet). Most foothill small rivers are currently forecast to peak/crest on Wednesday but a few may take until early Thursday. Higher elevations will be inundated with snow.

* At 1:05 PM PST, local law enforcement reported minor flooding in the Tahoe Basin, including the west and south shores due to heavy rain and significant amounts of snow blocking drainages. This includes Truckee, portions of Highway 89, and South Lake Tahoe. We have had reports of minor flooding in the Carson Valley as well for the same reason. Low water crossings are also bringing water across roadways in many locations.
* Deep snow and cold temperatures preceding this event have formed ice and deep snow in many stream channels especially along the west shore of Lake Tahoe. This ice and snow may impact creek stage and flow measurements. It is expect that the ice and snow in the channel will be gradually melted as the streams rise, but it is possible that the snow and ice may restrict the channels with a rapid stream rise, and result in flooding impacts at lower than typical levels and in unexpected locations.
* Additional heavy rainfall this afternoon may cause rises on smaller creeks and streams throughout the region with minor urban flooding possible. There will be a break in the precipitation intensity this evening, but additional heavy rainfall is likely tomorrow before snow levels once again fall.

Snow levels will quickly rise this evening and will rise to or above pass levels. Roadway and small stream flooding will be possible across the area continuing into the evening. Poor mountain travel is expected and snow levels will be falling Thursday afternoon with snow continuing. Isolated t-storms will be possible on Thursday, and impacts are possible over recent burn scars if any t-storms move over one. Snow is going to continue over the higher elevations on Friday and into the weekend, and poor mountain travel is expected. Valley showers will also continue throughout Friday and weekend. Gradual improvement in conditions expected by later this afternoon with a couple of cold nights ahead. Low temperatures Wednesday and Thursday morning will likely be at, or below the freezing mark across the entire region. After a few dry days, wet weather returns as a pair of cold systems cross the region beginning Friday. The initial system appears to be the weaker of the two, while the latter would be the focus for heavier snowfall amounts. Snow levels will likely be low enough to bring accumulations down into the foothills with each of these disturbances.

February 4, 2019 at 10:51 AM Starting at Cal-Ida on Hwy 49 Chains are required on all vehicles except passenger vehicles and light-duty trucks under 6,000 pounds gross weight and equipped with snow tires on at least two drive wheels. Chains must be carried by vehicles using snow tires. All vehicles towing trailers must have chains on one drive axle. Trailers with brakes must have chains on at least one axle. Hwy 49 is now closed from Downieville to the junction with Hwy 89 due to snow.

February 3, 2019 at 12:39 PM NWS update: Light to moderate snow showers are expected over the mountains this afternoon along with scattered valley showers and thunderstorms. Valley thunderstorms will be capable of heavy rain, small hail and gusty winds. Roadway and small stream flooding will be possible with any thunderstorms also. If we see any thunderstorms move over recent burn scars there will be a risk of debris flows.. Rain and snow will become more widespread later this evening continuing into the overnight. Colder air will be dropping snow levels overnight and we will see them fall to 2000-3500 feet by Monday afternoon. Locally heavy showers at times especially over the Sierra are expected Monday afternoon into Tuesday. Snow levels will continue to fall and will fall to 1000-2000 feet late Monday and some light snow accumulation is expected into the lower foothills. Dry weather sets in by mid-week but it will be chilly with cold overnight lows.

February 1, 2019 at 7:27 AM Today is a permissible burn day in Nevada, Placer, Plumas and Sierra Counties. Burning is always prohibited in the city limits of Grass Valley and Nevada City. A burn permit from the fire department is always required in Truckee. For maximum smoke dispersion, please burn between 9 AM and 3 PM. In the American and Thompson Valleys (all areas within the Quincy Fire Protection District), residential open burning is prohibited until March 16. Burning is always prohibited in downtown Quincy and East Quincy. It is illegal to burn painted or treated wood, plywood, plastic or anything other than natural vegetation from the property where you are burning. It is also illegal to burn piles comprised mainly of leaves or pine needles. For maximum smoke dispersion, please burn between 9 AM and 3 PM.
