Firefighters continue to strengthen containment lines and mop up on the fire.
SDG&E and AT&T continue to make repairs on many of the downed power lines and the replacement of poles. Suppression repair has been implemented and is ongoing.
Residents are asked to listen and follow the direction of the all emergency personnel.

Fire activity was minimal today and the constructed line continued to hold. Firefighters continue to strengthening and secure control lines. Suppression repair has begun. SDG&E and AT&T continue to make repairs on many of the downed power lines and communication lines. There is heavy equipment and workers repairing infrastructure so residents are asked to use caution while driving and follow the direction of all emergency personnel.

The fire storm that occurred during the Border3 Fire has left devastation behind in its path. The impact on the Community of Potrero and the surrounding areas is great. It has not only displaced the residences but the animals as well.
The County of San Diego Animal Control, at the request of Cal OES and the San Diego County Sheriff’s Office, responded immediately to the fast moving fire. Animal Control launched a herculean effort to assist homeowners in moving their animals to safety. They deployed professional responders to conduct field rescues and assist homeowners with care of their animals that were left behind. They continue to check individual residences for pets and livestock. Animal Control is also assisting the families and their animals which have been displaced at the Red Cross shelter.
Other agencies working with Animal Control include, Border Patrol Horse Detail and the San Diego Humane Society. These agencies together have evacuated 145 animals which include; domestic animals along with small and large livestock. Additionally, cooperating agencies are caring for over 600 animals with food, water and care.
First Responders as well as San Diego County Fire Authority Damage Assessment Teams and Local San Diego Rural Community Emergency Team (SDR CERT) are conducting regular site visits. They are providing and making sure, that the animals are left with food and water and assisting the residences with necessary supplies that they may need.

This is still a dynamic and active fire, residents in the surrounding area of the fire should continue to be prepared to evacuate if need be. Mop up and patrol of the fire area will continue for several days, extinguishing the hot spots within the fire perimeter. Drive slowly and cautiously within the areas affected by the Border 3 fire for there will be a heavy presence of fire equipment and fire personnel along the roadways and within the fire area for several days to come.
At 1800 hours on 6/23, all areas that were under an Evacuation Order or Warning were lifted.

Road Closures: There will be three traffic control points restricting access to the fire burn area.
Closure: Located approximately 1 ½ miles north of Highway 94 on Harris Ranch Road – allowing access to all residential locations on Harris Ranch Road.
Closure: Vollmer Road approximately ¼ mile north of Highway 94 at the Y intersection.
Closure: Martin Road approximately ¼ mile west of Highway 94 at the Y intersection. This closure will allow access to residents located on Martin Road.

Firefighters were able to construct additional control lines along the fires perimeter today. If the control lines are compromised the fire could potentially threaten the communities of Lake Morena, Campo as well as the outlying recreational assets as the fire continues to move north and northeast. Firefighters continue strengthening and securing containment lines. Tactical firing Operations are being conducted above the north east corner of the Border 3 Fire. These firing operations are one of the many tools used to stop and or slow down the spread of large fires. San Diego County OES completed the damage assessment of the fire area. They identified a total of 5 destroyed homes of which 3 were secondary homes located on the same parcel as the primary homes. Structures Destroyed: 5 Homes, 11 Outbuildings.
At 4:00 pm yesterday most of the community of Potrero was repopulated.
There will be a community meeting at the Los Coches Creek Middle School located at 9669 Dunbar Ln., El Cajon, CA at 7:00 pm today.

The fire still remains a threat to the communities of Lake Morena Village, Campo as well as the outlying recreational assets as the fire continues to move north and northeast. Part of the community of Potrero was repopulated at 4:00 this afternoon. This is still a dynamic and active fire, residents in the surrounding area of the fire should continue to be prepared to evacuate if need be. The following Evacuation Order for greater Potrero community will be lifted at 4:00 PM with access for residents only. At 6:00 PM, access will be open to the general public. The following is the affected area where the evacuation order will be lifted; west of Potrero Valley Road at Potrero Valley, west of the General Store located at 25125 Highway 94, including both north and south sides of Highway 94. Also included is the Potrero County Park. Only residents affected within this area, with proper identification, will be allowed back in. All other Evacuation Orders and Warnings will remain in effect.

Highway 94 at Highway 188 will have a road closure to verify residence until 6:00PM

Acreage increase was held at a minimum last night due to the hard work of the firefighters on the line and favorable weather conditions.Temperatures will remain hot again today however the steep terrain, extremely dry vegetation due to many years of drought, difficult access and low humidity’s continue to produce erratic fire behavior thus challenging control efforts.
The fire continues to move to the north and northeast threatening surrounding communities. Firefighters were successful in constructing additional containment lines last night as well as strengthening the containment lines that were built earlier.

The fire continues to move to the north and northeast threatening portions of the Pacific Crest National Scenic Trail as well as surrounding communities. Firefighters will continue to construct and strengthen containment lines throughout the night. As well, providing for structure defense and establishing perimeter control.
