The evacuation warning is lifted in Zone 1B:
Area north of but not including Pine Flat Road, Dillingham Road, Socrates Mine Road, to the northern boundary of Zone 1B and East of Highway 128 to the Lake County Line.

The evacuation order is lifted in the NEW Zone 5C:
Zone 5C: Areas to the south and east of Shiloh Meadow Road, including Mark West
Springs Road, Porter Creek Road, and Loch Haven Drive and east of Calistoga Road. Shiloh Ridge Road, Leslie Road, and Franz Valley Road are not included and are still under evacuation order.

INSTRUCTIONS
More burn areas are open today. Read these instructions carefully.
Before returning home or checking on your burned property, you must check in with County staff. Check in at the Geyserville Park & Ride on Remmel Road at Bosch Road, at Medlock Ames Tasting Room at 3487 Alexander Valley Road, or at Shiloh Ranch Regional Park at 5750 Faught Road. Only residents and business workers are allowed for at least the first 24 hours.
At these check in locations, County staff will verify you’re a resident or business worker and give you a pass to get through the checkpoints. If your property is in the burn area, you’ll receive personal protective equipment that’s required to enter the burn area. The burn area is under a Public Health Order due to health hazards created by the fire.

Fire personnel made good headway in their fire fighting efforts today due to lighter winds. Because of this progress, repopulation planning efforts are still underway. Activity has diminished to isolated areas of heavy and downed fuels. Road closures continue for the fire area. There are approximately 3,000 people that remain evacuated. Many areas adjacent to the fire still continue to be at risk. Threat remains to Mount St. Helena communication site, multiple geothermal power generation units and power transmission lines. Fire behavior remained active today with fuel moistures at critically low levels. Road closure continues for Hwy 128 and heavy restriction on Hwy 101. Significant re-population for the city of Santa Rosa,Windsor and Healdsburg occurred today. Many areas remain under evacuations orders and warnings. There are currently 59,980 people evacuated.

This is an update on evacuation orders and warnings from the Kincade Fire.

NO RESTRICTIONS
The Sonoma County Sheriff’s Office is lifting the evacuation orders and warnings in the following areas.

  • Zone 7 (west county and the coast)
  • Zone 4A (northern Dry Creek Valley)
  • Zone 8B (Sebastopol and south). The boundaries are everything north of Occidental Road, south of River Road, east of Highway 116, and the unincorporated properties west of Fulton Road. This includes the Santa Rosa Country Club and Olivet/Piner areas.
  • All City of Santa Rosa warning areas: Zone 9, Zone 10, and the portion of Zone 6 that is within Santa Rosa city limits. Santa Rosa residents, read the Santa Rosa Police Department’s Nixle at: https://local.nixle.com/santa-rosa-police-department.

DOWNGRADED TO EVACUATION WARNING
The following areas are downgraded from evacuation order to evacuation warning.  This means you can return home now at your own risk.  These areas are still at risk from the Kincade Fire. We recommend you stay home for the day once you arrive.  There’s going to be a lot of traffic and our priority is getting everyone home safely.

Residents of properties that are close to the burn area will need to show ID at a checkpoint so we can keep the burn area closed.  Only residents will be allowed through checkpoints, which are listed near the end of this Nixle. If you don’t pass a checkpoint, you don’t need to check in with anyone or need an escort.

The entire Town of Windsor, the entire City of Healdsburg, and the remainder of City of Santa Rosa are downgraded to an evacuation warning.

The portion of Zone 1 that is south of Canyon Road, north of Alexander Valley Road, west of Highway 128, east of Highway 101. This includes the portion of Geyserville that is west of Highway 128.

ZONE 3 – WINDSOR AND HEALDSBURG
Everything south of Alexander Valley Road, east of Highway 101, west of Highway 128, north of Windsor’s southern limits, and northwest of the burn area. This includes:

  • City of Healdsburg
  • Town of Windsor
  • Limerick Lane neighborhood
  • Bailhache

REMAINDER OF ZONE 4
This is everything west of Highway 101, south of Westside Road at Mill Creek Road, north of River Road, and west of Zone 7. It includes the airport.

PORTION OF ZONE 5
The portion of Zone 6 in the County (unincorporated) and the southern portion of Zone 5. The boundaries are everything east of Highway 101 and Fulton Road, west of Redwood Hill Road at Mark West Springs Road, north of Wood Road and Dennis Lane, and south of East Shiloh Road and the burn area.

The portion of Zone 6 in the County (unincorporated). This is property west of the Sonoma/Napa County line, north of Santa Rosa city limits, and south of Zone 5.  This includes:

The EVACUATION WARNING related to the Kincade Fire is being expanded to include all residents in the Middletown area south of Butts Canyon Road and Highway 175 to the Napa/Sonoma County lines. This includes all roads off Highway 175 between Middletown and McKinley Drive as well as all of Butts Canyon Road including side streets. The evacuation warning for the Cobb Mountain area remains in effect. We are asking everyone to take preparations in the event that a mandatory evacuation order is issued. Preparations should include gathering all medications, important documents, making plans for pets, and notifying family members where you may be going. Those requiring additional time to evacuate or those with pets or livestock should leave the area as soon as possible. During a mandatory evacuation, it will be extremely hectic and traffic conditions will be very congested. By evacuating early, you do yo ur part in keeping yourself, your neighbors, and our first responders safe. This is not an evacuation order and is only a warning

Fire behavior remained active as a wind shift pushed the fire towards the Lake and Napa County Lines. A Red Flag Warning remains in effect through 1100 on 10/28. Evacuations orders and warnings remain in place for the cities of Geyserville, Healdsburg, Windsor, Guerneville, Jenner, Bodega Bay, Mark West Springs,Sebastopol, the City of Santa Rosa and numerous smaller communities. Approximately 189,980 people remain evacuated. Potential for the fire to impact densely populated areas remain. There is a threat to power-lines, geothermal power generation units,communication infrastructure,critical watershed and local community water delivery systems. Hwy 101 has restrictions and Hwy 128 is still closed. Unified Command with Cal Fire, Sonoma County SO & FD, Santa Rosa FD, Healdsburg FD & PD, and Forestville FD.

The Sonoma County Sheriff’s Office is downgrading the following areas from evacuation order to evacuation warning. This means that you can return home now at your own risk. This area is still at risk from the Kincade Fire, and much of this area does not have power or natural gas due to the power shutoff. Remember, if you hear the hi-lo sirens, it’s time to evacuate. There will still be more peace officers in your neighborhood. You do not need to check in with anyone and you do not need a peace officer escort.

A Red Flag Warning is in effect for dangerously strong off shore winds and low humidity within the fire area. Evacuations orders and warnings are in place and have recently been significantly expanded in size. Approximately 120,000 people live within the evacuation areas. An evacuation Warning has been issued for the City of Santa Rosa. This includes all areas starting East of the western side of the City, North of Guerneville Road, Steele Lane, Lewis Road, and Chanate Road, to Montecito Avenue to Montecito Boulevard to Calistoga Road, North to the city limit.

Per Sonoma County Sheriff’s Office – The community of Geyserville is now under evacuation order. The Kincade Fire has crossed Highway 128 near Moody Lane and is heading west. If you’re in Geyserville, leave now. Head south to evacuation centers at Healdsburg Community Center or Sonoma County Fairgrounds. All other evacuation orders and warnings remain in place.

CAL FIRE and multiple local government agencies are on scene of a wind driven grass and brush fire with a north east wind in the area of the Geysers. Structures and powerlines threatened, long range spotting observed. Structure damage assessments will begin today.
