Grass Valley, CA — Today, Heidi Hall, Chair of the Nevada County Board of Supervisors, announced she is continuing to run for California’s 3rd Congressional District under the new lines passed by voters this week in Proposition 50.
Hall has raised $400,000 from thousands of donors for her campaign for CA-03 and secured strong support from elected Democrats, Democratic Party delegates and activists, and other community leaders throughout the district. In her third term on the Nevada County Board of Supervisors and a regional and state leader on county government policy who has fought for resources from Washington, Hall has delivered real results for residents within the new district lines.
“This is my home,” said Hall. “I got in this race for Congress because we need change in Washington so we can solve problems and get meaningful results for people. Too many politicians in Washington are owned by corporate PACs and lobbyists. That has corrupted the system and led to big corporations, millionaires, and billionaires getting wealthier while working people are left behind. We can’t afford more of the same.”
“To change Washington, we need to change the people we send to Washington,” continued Hall. “There are too many do-nothing members of Congress who put their own interests and the interests of their corporate lobbyist donors ahead of us. I am refusing donations from corporate PACs and will bring my progressive values and record of bringing people together to solve problems to Congress so we can put people first for a change. It’s never been more important to have a fighter on our side.”
“As I said while supporting the Prop. 50 campaign, my base is in both the previous lines and the new lines, and I could win no matter what happened with Prop. 50,” Hall concluded. “I look forward to expanding my campaign into the few communities that were added to the district.”
Hall had been taking on right-wing Republican Congressman Kevin Kiley since the summer and building a groundswell of support, including dozens of endorsements from local elected officials and leaders. She remains the only woman in the race.
A majority of the newly drawn 3rd District is made up of the previous 3rd District, with portions of two Sacramento-area congressional districts making up the newer parts. Half of the rural and suburban district is still in the Sierra foothills and up to Lake Tahoe, with Hall’s Grass Valley and Nevada City base right in the middle.

California’s 3rd District is geographically large and made up of rural, working-class, and suburban communities stretching from the Sierra Nevada to Death Valley. Rated R+2 by the Cook Political Report and listed among the top 15 red-to-blue pickup opportunities in the country, the fundamentals of the district have shifted toward Democrats in recent years. Kamala Harris won a larger share of the vote in the district than she did in other California districts Democrats won in 2024. In July, the Hall campaign released a poll by prominent California pollster Tulchin Research showing the race for CA-03 in a dead heat between Hall and Kevin Kiley and demonstrating that Hall is the right candidate with the story, record, and message to flip the seat from red to blue.
