Recommendation: Pass Resolution 2019-XX a Resolution of the City of Nevada City Council to authorize the procurement from Kusters Water – Zima Corp. in the amount of $65,820.00 plus $7,000.00 in contingencies for the Nevada City Wastewater Plant Clarifier Weir Wash System authorizing the City Manager or designee to sign purchase orders.

Recommendation: Staff is seeking City Council’s interest in signing the attached letter supporting the Nevada City Courthouse project to occur at the current location, 201 Church Street Nevada City , CA 95959 and authorizing the City Manager to submit the letter of support to the Judicial Council’s Courthouse Facilities Advisory Committee.
B. Subject: Plaque Honoring Ellen Clark Sargent at Calanan Park Recommendation: Provide staff direction on an application by the Nevada County Historical Society to install a plaque honoring Ellen Sargent at Calanan Park
C. Subject: License Agreement Nevada County Administrative Center Sugarloaf Trail Overflow Parking Agreement with Nevada City, CA
Recommendation: Approve revised License Agreement and authorize the Mayor to sign on behalf of the City prior to County staff presenting a County Resolution for adoption to the Board of Supervisors approving the Agreement.
D. Subject: Pacific Gas and Electric (PG&E) Energy Efficient Retrofit Project and OnBill Financing Loan Agreement Recommendation: Review the Pacific Gas and Electric (PG&E) Energy Efficient Retrofit Project and On-Bill Financing Loan Agreement and authorize the City Manager to sign.
E. Subject: Award of Contract for Firms to Provide On-Call Planning Services Recommendation: Pass Resolution 2019-XX, a Resolution of the City of Nevada City awarding three professional service contracts for on-call Planning Services.

Recommendation: Approve request to provide the Nevada City Council Chambers for use by the Nevada City Chamber of Commerce for Santa’s Headquarters during Victorian Christmas 2019 and waive applicable fees.
I. Subject: Measure “S” Ballot Measure Extension
Recommendation: City Council to provide staff direction to work with the Measure “S” Committee on development of next steps in moving forward on preparing to place a Measure on the ballot for the November 2020 election to extend the existing Special Tax Measure “S”, due to sunset 2023.
J. Subject: 4th Quarter Financial Update, Fiscal Year (FY) 18/19 – UNAUDITED

A. Subject: Parking Committee Recommendation to Increase Parking Meter Fees Recommendation: Pass Resolution 2019-XX, a Resolution of the City Council of the City of Nevada City establishing revised parking meter rates at all current meter locations and supersede suspended Resolution 2019-23.
B. Subject: A Resolution of the City Council of the City of Nevada City, California, Adopting a New Fee Schedule that Establishes New Fees for Wireless Telecommunication Facilities Permits
Recommendation: Pass Resolution 2019-XX, a Resolution to establish fees to cover staff costs to review and process wireless telecommunication facility permits and establish a fee deposit associated with processing telecommunication facility permits that require extraordinary hours or that require use of a consultant.
