Safe at Home Program Now Accepting Applications for Individuals Seeking and Providing Legally Protected Health Services

Sacramento, Calif. – California Secretary of State Shirley N. Weber, Ph.D., announced that the state’s Safe at Home Program is now accepting applications for individuals seeking and providing legally protected health services in California. 

AB 82 (Chapter 679, Statutes of 2025) expands California’s Safe at Home program eligibility to include individuals who are providers, employees, volunteers, or patients of gender-affirming health and gender-affirming mental health care and their family members. 

“All people have the right to feel safe,” noted Secretary Weber. “I am proud to be part of the program that protects California residents and helps empower them to live their lives in peace.” 

The Safe at Home program provides a substitute mailing address to those in fear for their safety so they can keep their physical address confidential, out of public records, and out of the hands of those who wish to harm them. Once enrolled in Safe at Home, an individual may be eligible to be registered as a confidential voter and request their DMV records to be suppressed. 

AB 82 author Assemblymember Christopher Ward noted “I authored AB 82 to recognize a simple truth: no one should be threatened with violence or assault for accessing the health care they need, ensuring their loved ones receive the health care they need, or providing legal health care they were trained to provide. By expanding California’s Safe at Home Program in 2025 to include patients, their families, and health professionals providing medically necessary care for transgender individuals, AB 82 strengthened critical privacy and safety protections at a time when these Californians are increasingly being targeted with threats of violence.”

California’s Safe at Home program was established by SB 489 (Chapter 2005, Statutes of 1998) and became operational in 1999. To date, Safe at Home has supported more than 21,000 Californians.
