Minimal fire behavior observed with creeping and backing. There are some areas of heavy timber fuels that still challenge firefighting efforts. Heavy smoke over area has continued to significantly reduced fire activity.

Mop and patrol status continues in portions of the fire, primarily in the southern portion and within the Redding city limits. Areas which continue to be impacted or threatened include Chappie Off Hwy Vehicle Park, heritage sites of the Wintu Native American tribe, historic mining sites, powerline infrastructure, various local watersheds, T&E species and both private and federal timber lands. National Guard continues to assist in suppression repair activities. Whiskeytown Park will remain closed for the summer.

Heavy timber fuels still challenge firefighting efforts. The damage inspection teams have now completed their assessments within the current fire area. The fire continues to burn actively within containment lines. Residents and the public are able to travel along State Route 299,however, they are asked to drive safely as fire crews and emergency personnel are still working in the area.

Fire has traveled further downslope towards lake where increased recoveries temper overnight activity. Reduced diurnal winds have also been a factor for decreased fire activity. Timber fuels continue to challenge firefighting due to heavy loading.

Smoke from the fire remains trapped by the morning inversion over the entire Redding area and the entire Sacramento Valley. This trapped smoke reduces visibility in the effected areas of the fire.

Heavy smoke laid over the fire last night as the inversion strengthened. Humidity recovery remained poor to moderate around 30-40% for much of the night with lows only in the 70s. Light northerly winds persisted. Main weather concern for the next operational period will be continued hot and dry conditions. The inversion will be strong through early afternoon with smoke lingering for much of the day. A late day weather system will pass through Oregon and may allow for some slightly stronger winds and weakening of the inversion. Daytime highs still in the 90s with afternoon humidity around 15%. Southerly afternoon winds to around 10 mph with gusts 15 mph if the inversion clears.

Fire has traveled further downslope towards lake where increased recoveries temper overnight activity. Timber fuels continue to challenge firefighting due to heavy loading. Evening downslope/down canyon winds continue activity through the night on upper slopes.

Overnight humidity recovered to around 40-50% allowing for fire behavior to moderate with temperatures slowly falling into the 60s by morning. Southerly winds in the evening gradually turned northerly but remained light. For today smoke is forecast to hang in over Branch IV and V until midday or early afternoon. The inversion is forecast to lift by mid afternoon as warming and drying occurs with an upper low passing overhead. Winds near the surface will remain fairly light from the south but with some instability and stronger winds aloft the containment lines will be tested once again late in the operational period. Poor humidity recovery is forecast tonight with some light north winds. Warming and drying trend is forecast this weekend.

Overnight inversion has tempered fire behavior below 3,500 elevation. Timber fuels have challenged firefighting due to heavy loading. Evening downslope/down canyon winds continue activity through the night. Inversion setup has maintained activity above 3,500.

All remaining evacuation orders related to the Carr fire are lifted. Per closure order CA-360-18-03 and 14-18-12, the public lands managed by the Bureau of Land Management and US Forest Service will remain closed to the public until further review of potential hazards can be determined and mitigated.

Forecasted Weather for Next Operational Period: Smoke and haze will continue to increase today with high temperatures 91-98, and min humidity 14-22%. Southerly upslope winds will develop in the afternoon 3-6 with gusts to 12 mph at higher elevations.

Safety is a priority as Firefighters strengthen containment lines through burning operations. Firefighters are mopping up and patrolling in less active areas of the fire. Fire spread is primarily fuels and topography driven within containment lines. Dense timber, dry vegetation, and terrain driven winds in the proximity of the lake have challenged Firefighters. Smoke over the area has moderated fire activity,however the potential for spot fires and roll out still exist.

The fire has returned to the normal diurnal wind pattern and will remain through the week, with weak southerly upslope flow in the afternoons into the evening, and northerly down valley flow overnight into the mornings. Humidity will rise slowly and slightly into mid week, when there will be a slight chance of thunderstorms well north of the fire.

Branch I looks good. Patrol status for the entire branch. Branch II most of it is in patrol status. A few interior islands close to the line occasionally flare up. OPS is looking at firing some of the islands. Branch III is in patrol status and mopping up, extinguishing some stump holes close to the line. Fire Suppression Repair is working in the branch. Equipment and their locations are being identified for pulling out; some hose has been pulled. Branch IV is in patrol status, securing spot fires, gaining more depth. Approximate one more day of line construction will be required for completion of the line down by the lake. Branch V held everything from the previous firing operation. Continuing to hold the line and evaluate. Division P is continuing to fire out as weather and fuels permit. Division S is in patrol status.

Smoke has cleared over the fire area today, increasing the possibility of spot fires. Fire growth is primarily fueled by dry vegetation and steep terrain. A Red Flag Warning has been issued for the fire area through 11:00 P.M. Saturday for hot, dry conditions and gusty winds.

Firefighters continue to build and improve containment lines, and perform burning operations in more active portions of the fire, while mop-up and patrol efforts continue throughout the less active areas.

Red Flag Warning remained in effect overnight but south winds remained fairly light near the surface with extensive smoke over the fire. Overnight lows stayed in the 60s and lower 70s with moderate humidity recovery around 50%.

Red Flag Warnings remain in effect until 11 pm Saturday. The warnings are for continued breezy, hot and dry weather along with critically dry fuels. In addition a frontal passage is forecast on Friday afternoon and evening when wind gusts from 25-35 mph will be possible with shifting winds. The Southwest direction will be a direct threat to containment lines on the northern side of the fire.

There will be a significant increase in acres due to the firing operations in the north end of the fire. The firing operations in the north is complete. As the fire gains depth the overall acreage will continue to increase. A second camp has been set up at Lakehead. This is a full camp. Briefings are held twice a day. It is to support resources assigned in Branch IV. It reduces travel time and improves safety.

Highway 299 is open to the public during specified times. 1200 – 1400 with a pilot car and 1800 – 0500 with a pilot car; from the Visitor’s Center to Sand House.

Extensive smoke from the Carr and other fires across the state continued to suppress temperatures and winds. The stable smoke layer kept highs in the upper 80s and 90s with humidity to around 15%. Generally light southerly winds continued but will begin to increase as Red Flag Warnings go into effect for tonight¿s operational period into Friday.

Red Flag Warnings remain in effect until 11 pm Saturday. The warnings are for continued hot and dry weather along with critically dry fuels. In addition a frontal passage is forecast on Friday afternoon and evening when wind gusts from 25-35 mph will be possible with shifting winds. The Southwest direction will be a direct threat to containment lines on the northern side of the fire.

Shasta Community Service District (Old Shasta) remains under boil advisory. Please continue to boil your water in the Old Shasta area.

No other water systems have reported water quality issues.

During the fire, the water district was forced to make changes to the operation of its treatment plant to provide enough water to fight the fire. These changes made the water non-potable. While water demands are now decreasing, and the treatment plant operations are becoming more stable, they still have not been able to re-pressurize the entire distribution system. Once pressure has been restored to the entire distribution system, they will be able to test the water to determine if it is safe to drink.

We are saddened to report the death of a CAL FIRE Heavy Equipment Mechanic from the Butte Unit assigned to the Carr Fire. He was killed early this morning as the result of a traffic accident on Highway 99 in Tehama County.

A FUELS & FIRE BEHAVIOR ADVISORY has been issued for the PSA in and around the incident. A potential for extreme fire behavior and rapid fire spread due to low and dead fuel moistures and elevated fire danger rating values across much of northwest California.

Overnight winds continued to aid in scrubbing the smoke from the valleys and midslopes around the incident. Winds were terrain driven in the lowlands with breezy conditions on the high ridges. Relative humidity recoveries once again fell into the poor category. Today will feature increasing winds from the south with the ridgetops seeing the highest gusts. Gusty winds along with low relative humidity values have led to the Red Flag Warning for the region. Winds are expected to remain gusty through Saturday midday.

Overnight smoke settled into the valleys which in turn kept them warmer. It will take a bit of time in the morning for the smoke to start to thin, but we should see moderate sunlight by midday. This will allow temperatures to rise into the upper 90s for most. The airmass will be quite dry with relative humidity dropping into the low teens with some single digits possible. This will be the last stable day before we move into a transition period Wednesday into Thursday. Gusty winds and dry conditions are expected later Thursday through the end of the week.

Community of French Gulch remains threatened (it is an island of unburned fuel) and remains under mandatory evacuation. The community of Lewiston is currently under a mandatory evacuation order. Igo, Ono are both currently being threatened. Other areas or points of interest which are currently threatened or impacted include The Chappie Off Highway Vehicle Park (BLM); active and historic mining sites; Heritage sites of the Wintu Native American Tribe; 115KV and 230 KV power lines threatened Western Area Power Administration (WAPA); Shasta County Landfill; REU power generation plant; timberland (both private & federal).

Converging east and west winds have complicated the predictability of this activity. Burn period in upper elevations is nearly 18 hours with considerable activity after midnight.

As the sun sets, we will start to see the smoke lower back to near the surface which will essentially put a blanket over much of the fire. This will keep temperatures a little warmer and help to limit the winds especially on the midslopes and valleys. Breezy northwest winds can be expected on the ridgetops with gusts up to 20mph

Light southeast winds are expected for today with hot and dry conditions. Abundant smoke will remain in place, limiting the fire weather in the area. Haines is down to 4 for today.

Majority of Branch I continues to remain in patrol status. Division Y continues reinforcing primary lines. Divisions A & B had active fire today and have kept the fire with in control lines. Divisions D & F have kept the fire within the perimeter that was established yesterday. Aggressive mop up has been initiated in these areas. Division H completed firing down to Papoose Creek. A few spot fires were picked up on the opposing side of the canyon. Two dozerlines are in place from Eastside Road down to Trinity Lake. Division M continues to keep the fire on the east side of Eastside Road. Division P has dozerlines down to Shasta Lake completed. These lines are being re-enforced. The North contingency line is constructed and being improved. The community of Lewiston remains on a mandatory evacuation order.

Community of French Gulch remains threatened (it is an island of unburned fuel) and remains under mandatory evacuation. The community of Lewiston is currently under a mandatory evacuation order. Igo, Ono are both currently being threatened. The communities of Lewiston & French Gulch are currently under Mandatory Evacuations.

Other areas or points of interest which are currently threatened or impacted include The Chappie Off Highway Vehicle Park (BLM); active and historic mining sites; Heritage sites of the Wintu Native American Tribe; 115KV power lines threatened and 230 KV Western Area Power Administration (WAPA); Shasta County Landfill; REU power generation plant; timberland (both private & federal).

Hwy 299 closed in both directions. Power infrastructure for all of Trinity County (power lines serving the county) come from the Trinity Dam and are held by wooden poles. Disruption of power from the Trinity Dam will affect civilians along the northwest portion of California including Eureka, Weaverville and Fortuna. Threats to both private industries and timberlands.

Whiskeytown Park is closed for the summer. This impacts the local economy as this lake is a popular lake for camping, water skiing, fishing and swimming.

A major portion of the fire is a watershed for either the Sacramento River, Whiskeytown Lake, Trinity Lake or Shasta Lake. All of these provide water for consumption and will be effected with the winter rains. The fire area is also a desired area for deer hunters. T & E species include steelhead, chinook salmon; foothill yellow-legged frog, Northern Spotted Owl; American bald eagle and their associated habitat; Botanical species currently in and around the fire include Nuttall’s ribbon leaved pondweed, Canyon Creek stone crop, Howell’s alkali grass, blushing wild buckwheat, northern clarkia, Stanford’s arrowhead, Sulphur Creek brodiaea. The air quality of the northern Sacramento Valley.

A repopulation order was issued for the area along Keswick Dam Road & Coulder Dr and below to the Keswick Dam. However, approximately 21,500 civilians remain evacuated from the fire area.

Threats to the Iron Mountain Mine Superfund site has been mitigated.

Highway 299 remains closed in both directions.Three major Western Area Power Administration (WAPA) towers were destroyed which powers numerous Northern Coastal Comminities. Control objectives for today

Reduced smoke over southern areas has picked up activity. Shifting winds in timber fuels combined with steep drainages below control lines are contributing tops fire potential across lines. Fire continues to actively move through timber stands. Contiguous grass fuels with limited breaks contribute to rapid growth.

Numbers of destroyed structures are confirmed. The entire fire has not been inspected. As more damaged or destroyed structures are located the numbers will adjust accordingly. 100% complete within the Redding City limits. Overall field collection is 90% complete.

Repopulation orders continued yesterday. Mary Lake Subdivision was opened to residences only. A population of approximately 2,600 people.

Red Flag Warning is in effect for Thursday evening through Saturday. Light southeast winds are expected for today with hot and dry conditions. Winds will increase this evening with gusty North- Northwest winds continuing into the overnight. Gusty winds and poor recovery tonight will lead to critical fire weather conditions. Critical conditions are expected again for Friday night into Saturday morning.

A private dozer rolled over last night. The dozer operator is uninjured.

West side of fire is located in steep drainages with a North-South ridgeline. Timber fuels on each side of ridge have challenged firefighting efforts with crown fire runs, torching, and multiple spot fires. Converging east and west winds have complicated the predictability of this activity. Burn period in upper elevations is nearly 24 hours with most intense activity after midnight.

Breezy Northwest winds will continue this morning with good recoveries last night. Generally light southeast (up drainage) winds are expected during the daytime hours, with winds increasing into the evening hours from the northwest (down drainage) and continuing into the overnight. Hot, dry, and unstable conditions will occur this afternoon with a Haines of 6. Cooler temperatures expected for the weekend.

Hwy. 299 remains closed, a major travel route which has an significant financial impact on the local communities which thrive on tourism and is a major route for the logging industry. 115 KV & 230 KV (WAPA) powerlines are a continued threat. The hydro electric facility at Keswick Dam is restricted to output due to damaged powerlines and areas that have been evacuated. 1 of the 4 generators is being used. The National Guard has arrived and is actively engaged with Law Enforcement protecting the evacuated areas, as well as involved with suppression activities.

The Shasta County Air Quality Management District (AQMD) and the Public Health Branch of the Shasta County Health and Human Services Agency are advising all residents of Shasta County, to limit outdoor activities due to the continuing deterioration of air quality. Wildfire smoke Current particulate matter readings in the Redding area are in the UNHEALTHY to VERY UNHEALTHY range on the Air Quality Index (AQI 140-185 range). Current particulate matter readings in the Anderson area are in the UNHEALTHY range on the Air Quality Index (AQI 120-140 range). Certain areas may experience higher concentrations of smoke based on proximity to wildfires and current weather conditions. Walker Mine Road to the overhead power lines. All residences on Walker Mine Road west of the overhead power lines remain under mandatory evacuations.

Quartz Hill road from Lake Blvd. just west of Counter Lane will be open. A closure will be in effect at Quartz Hill Road west of Counter Lane. All residences west of this closure point will remain under mandatory evacuations.

The public is asked to limit traffic in these areas to residents only.

Water System Updates

The following water districts have a Boil Water Advisory in effect:

No other water systems have reported water quality issues. The water in City of Redding is safe to use and does NOT require boiling.

Boil water tips for those in water systems under advisory:

• Fill a pot with water

• Heat the water until bubbles come from the bottom of the pot to the top.

• Once the water reaches a rolling boil, let it boil for 1 minute.

• Turn off the heat source and let the water cool.

• Pour the water into a clean container with a cover for storage.

Shifting winds and and steep terrain continues to challenge firefighting efforts. Re-populations for portions of Happy Valley, Shasta Lake City and portions of Redding Delta St, River Park Highlands, and River Park Highlands occurred today. Multiple areas still remain under an evacuation order. A threat remains to the Iron Mountain Mine, critical infrastructure, and many areas with natural and historical value. Road and trail closures in effect including Highway 299.

Fire behavior remains active with short crown runs. Multiple structures continue to be threatened.

Evacuation orders for areas of; West Redding, South of Shasta Dam West of I-5, North of SR-299 (Sun Dial Bridge), West of Buenaventura and North of Clear Creek, North Happy Valley, Buckhorn Summit Road west to Trinity Dam Road up to the dam. Hwy 299 remains closed in both directions.

The threat remains to Keswick hydroelectric, Carr Powerhouse, Iron Mountain Mine Superfund Site, private timberlands, 115kV and 230kV powerlines including the Western Area Power Administration which powers numerous Northern Coastal Communities.

The number of displaced evacuees remains at 38,563 civilians.

Six hundred and twenty seven residence have been destroyed and 143 damaged. Damage assessment is ongoing.

Critical fire weather conditions continue again for today due to dryness, heat, unstable conditions and locally gusty winds during the late afternoon and evening. Heavy smoke over the region has kept temperatures cooler, provided good shading for the fuels, and kept the thermal low from strengthening over the valley. This heavy smoke will continue for the next couple days, with only limited improvements to visibility. The atmosphere is primed for unstable conditions (HAINES 6) and plume dominated fire if we do get any clear air and alignment of the fire with fuels and topography. If a plume develops, the fire can produce it’s own weather, including strong localized winds and whirlwinds. Northwest winds will kick in this evening and continue into the early morning hours with north winds by sunrise that are coming out of the drainages. Similar weather for the next 7 days.

Diurnal wind patterns atypical with increased night winds and calmer daytime conditions. This activity has resulted in greater growth and increased fire behavior during night operations.

A contingency line to the north of the fire is being construct by USFS in the Shasta Trinity NF. A southerly contingency line is being constructed at the Tehama County Line. A third contingency line is being constructed on Countyline Road. Lack of resources makes the construction progression slow Division O & P are opening the trails in The Chappie Off Highway Vehicle Park (BLM). Fire progression continues towards Ono & Igo.

Hwy. 299 remains closed, a major travel route which has an significant financial impact on the local communities which thrive on tourism and is a major route for the logging industry. 115 KV & 230 KV (WAPA) powerlines are a continued threat. The hydro electric facility at Keswick Dam is restricted to output due to damaged powerlines and areas that have been evacuated. 1 of the 4 generators is being used. The production from Shasta Dam may possibly resume later today. The National Guard has begun to arrive and is actively engaged with Law Enforcement protecting the evacuated areas. Majority of the National Guard are expected to arrive sometime Tuesday.

Current weather – 83, RH – 16%. RED FLAG WARNING and HEAT ADVISORY are in effect for the area. Weather is continued hot & sunny with highs near 108. Winds are north to northwest 6-11 mph becoming east in the afternoon. Long range forecasts show no relief from the triple digits in its forecast.

The fire spread has been active in all directions. Fire spread has been making significant runs. The threat to the City of Redding and French Gulch still remains. The communities of Igo, Ono, Gas Point are threatened as the spread south continues.

The forecast evening winds challenged operations for a fourth straight evening. Crews continue to prep structures and construct handline. Dozers have been active in all divisions. Evacuation centers are open at Shasta College, Cross Point Community Church. The Iron Mountain Mine has a continuous running pump, loss of power to the pump will result in a discharge of very hazardous waste materials into the Sacramento River. A second camp will be established in Redbluff to support the feeding and sleeping of additional personnel.

Fire spread to the east has been pretty much stopped by the concrete and pavement of Redding. The spread is expected to make a northerly push with the predicted winds. The fire has established itself in the Clear Creek Drainage and is expect to continue move down canyon. The spot fire is expected to make a south push too.

City of Redding news release

Shasta-Trinity Cal Fire has issued mandatory evacuations as a result of the Carr fire, which grew over the last couple of nights. The City reminds all residents to stay vigilant and aware of emergency situations today, as the situation may change rapidly and unexpectedly as it has done the last two days.

The fire has forced mandatory evacuations for many City residents. Current evacuations can be located on the CAL FIRE website at www.fire.ca.gov. The current evacuation centers can be found at the following locations:

CrossPointe Community Church at 2960 Hartnell Ave.
Simpson University at 2211 College View Dr.

Redding Electric Utility (REU) reports 8,000 customers without power at this time. These customers are mostly located on the west and north portions of the City and there is no estimated time of restoration due to damaged towers and poles. In other portions of the City, REU will be suspending the rolling blackouts that have been taking place. REU encourages residents to conserve energy usage as much as possible. Turn off all unnecessary appliances, increase the temperature on air conditioner thermostats, and turn off lights when possible, although not at the expense of negatively affecting the health of residents and families.

Public Works reports no change to the status of the other municipal utilities; however, Solid Waste will be limiting routes that will be serviced today. A GIS map of today’s service area has been posted on the City of Redding Facebook page and is also attached to this press release. There are no boil advisories for City of Redding water utilities, and crews will be canvassing neighborhoods to turn off water meters, in neighborhoods that have been evacuated, to reduce waste and eliminate water run-off.

The Redding Public Library will be open today as a cooling and powering station. For those who need to escape the smoky conditions, need a cool place to rest and charge a cell phone, the Library is available. The Martin Luther King center is open from 10 a.m. to 6 p.m. for youth who need a place to go. Redding Aquatic Center is closed for the weekend. All Summer Camps are canceled today. Staff will update the community on Sunday about next week’s schedule.

The National Guard is reported to have arrived in Redding to assist with fire and police duties. The police have and will continue to be monitor evacuated neighborhoods to prevent looting. There is no accurate count of damaged structures at this time. CAL FIRE will not commit to being able to assess structural damage and losses until the active fire reaches a status where it is manageable. At this time, CAL FIRE is focused on gaining control of the fire and updating the public on evacuation information.

Many residents are reporting an evacuation notice for Hilltop Drive. There is no evacuation notice for Hilltop at this time. City staff and CAL FIRE encourage residents to remain aware of evacuation notices throughout the day in the event that situations change.

All Redding residents should stay aware and on alert today and through the evening hours. This afternoon, there are expectations that weather in the City will deteriorate rapidly. Temperatures in excess of 110 degrees, humidity dropping to 5 to 10 percent, and winds of 15 to 20 miles per hour are predicted. City staff urges residents who have remained in the City to stay vigilant, weather aware, and ready for rapid changes in the scope of the fire this afternoon and evening.

As of 7:00 am, Dignity Health Mercy Medical Center Redding remains fully functional, though access to the hospital is limited due to road closures. Our patients, employees and physicians are safe here at the hospital, and the Emergency Room is still open to receive patients. As a precautionary measure, Mercy Medical Center Redding evacuated or discharged all NICU patients last night. We do not plan to evacuate any other patients at this time, but have contingency plans in place should the situation necessitate. Patient safety continues to remain our top priority.

One of the hazards: The Iron Mountain Mine – a Superfund cleanup site which contains highly acidotic discharge and requires constant power to prevent the discharge from going into the Sacramento River.

Expected fire spread is expected to move northerly and southerly direction based on wind direction and terrain.

Redding Electric Utility will be shutting off power to most of north Redding momentarily. At the request of the fire authorities, and to maintain system stability due to multiple line outages, power to many customers in the north part of Redding will lose power. Many residents have already lost power due to the same circumstances. Restoration time of the outage is unknown at this point, but please know that Redding Electric Utility is doing all it can to maintain system integrity while keeping the needs of the residents of Redding in mind.

Please make sure that you, family members, and pets are in a safe area where you can still be notified of emergency announcements. An emergency hotline number has been set up, but please reserve it for emergency situations. That number is 245-7000.

Fire behavior remains extreme with long range spotting and crowning. Structures remain threatened. Evacuations are in effect for the communities of French Gulch, Old Shasta, Keswick, Victoria Highlands, Whiskeytown and Whiskey Creek. Hwy 299 remains closed in both directions. There is also a threat to Keswick hydroelectric, Carr powerhouse, powerlines, historical sites and private timber. There is also a threat to the Western Area Power Administration, which powers numerous Northern Coastal Communities. Cal Fire IMT1 and Whiskeytown National Park are in unified command.

The Bureau of Land Management has temporarily closed the public lands west of Redding due to the rapidly expanding Carr Fire. The closures affect lands north of Placer Road and west of Keswick, including the Keswick area, Iron Mountain Road, the Chappie-Shasta Off Highway Vehicle Recreation Area and the Swasey Recreation Area.

Fire behavior was extreme today with long range spotting and crowning. The community of French Gulch remains under an evacuation order and Hwy 299 remains closed in both directions. There is also a threat to powerlines, historical sites and private timber.

Resources worked throughout the day to increase containment but the fire remained active. Steep terrain and
access limitations for fire apparatus make it necessary for bulldozers to construct and improve containment line
along ridgetops. Firefighters will be working throughout the night to reinforce existing containment lines and
constructing new line around the fire. Continued hot dry weather forecasted for the remainder of the week.

Trinity Mountain Rd to the base of Buckhorn Summit are also under evacuation order. Residents along Whiskey

Steep terrain and access limitations for fire apparatus make it necessary for bulldozers to construct containment line at the ridgetops, in many areas of the fire. Extremely hot, dry conditions, and increased afternoon winds contributed to increased fire activity today. The potential for overnight thunderstorms remain a threat for fire behavior and the potential for new starts.
