GRASS VALLEY, Calif., October 28, 2026 – This afternoon the Grass Valley Police Department announces the arrest of four (4) individuals in connection with the homicide which occurred in Condon Park on November 7th, 2025.

The individuals facing charges were all juveniles at the time of the crime; one is currently still a juvenile. In accordance with California confidentiality law surrounding juvenile offenders, the names of those arrested are not being released at this time. All four offenders were booked into the Placer County Juvenile Hall.

During the course of the investigation, Grass Valley Police Detectives learned these four friends agreed to leave an address in un-incorporated Nevada County where they were congregating, to travel into Grass Valley with the intention of committing a vehicle theft in the area of Condon Park.

Once inside the park, the offenders happened upon the victim, Jason Frost (51) of Sacramento County, whom they did not know. The victim was alone in the park and utilizing the skateboarding facilities. The offenders approached the victim and ultimately demanded the keys to his vehicle parked nearby. The victim refused, leading to a physical altercation, during which the victim sustained a lethal injury to the chest from an edged weapon.

Statements and evidence support that the offenders removed the victim’s keys from his person and completed the theft of his vehicle, leaving the park around 11:00pm. All four offenders drove the victim’s vehicle through Placer and Nevada Counties before discarding it near the intersection of McCourtney Road and Indian Springs Road before sunrise on November 8th.

Throughout this investigation, detectives have worked closely with prosecutors and investigators from the Nevada County District Attorney’s Office. Formal charges will be brought against the offenders in the coming days, as well as petitions to migrate this case to adult-court.

Detectives have connected with the Frost family and provided updates. Our condolences remain with them and the skateboard enthusiasts of Grass Valley, as they mourn the loss of Jason in such a tragic, senseless way.

To protect the integrity of this investigation as it proceeds to prosecution, there will be no further comments outside of this release at this time.
