NEVADA CITY, Calif. — The State is requiring Nevada City to plan for 424 units of housing and city staff is actively seeking input from the public on housing barriers and what types of housing should be built, for whom, and where.

Community members are encouraged to provide input on these issues by taking the short survey at HousingNevadaCity.com/survey. The survey closes on August 15.

“This survey represents an important opportunity for residents to directly influence how the city plans for the next generation of housing,” said Jessica Hankins, Planning Director. “We strongly encourage residents to also attend the joint meeting of the City Council and Planning Commission on the Housing Element Update on Wednesday, August 12, from 5:00 to 6:30 p.m., at City Hall, as well as the next community workshop on Thursday, September 10, from 6:00 to 7:30 p.m. We need to hear from people who live and work here about what is missing and what would actually work.”

The 424-unit figure comes from the Regional Housing Needs Allocation, or RHNA, issued by the California Department of Housing and Community Development (HCD) in September 2025. Every California city and county must update its Housing Element every eight years and show state regulators exactly where new housing can realistically go. Without a certified Housing Element, the city risks losing funding eligibility for transportation, infrastructure, and housing; faces enforcement action from HCD; and risks losing control over housing development proposals.

For Nevada City, a town defined by its Gold Rush-era streetscapes, walkable downtown, and tight geography, finding room for 424 new homes may be a considerable challenge. That’s why city officials say early and honest input from residents matters so much right now.

The Housing Element will include a background analysis of existing needs and constraints, an inventory of potential sites, and a policy document with specific goals, programs, and actions. Public comments will help determine priorities around workforce housing, senior housing, entry-level homes, multi-family options, and other housing types that fit Nevada City’s historic character and topography.

“What we hear now through the surveys and workshops directly shapes which sites are included and which housing types get prioritized,” Hankins said. “We’re trying to balance a state mandate with what makes sense for this community.”

The first community workshop was held July 30 at City Council Chambers. Those who missed it can still complete the short online survey. A second community workshop on Thursday, September 10, from 6:00 to 7:30 p.m., as well as public review of the draft element will also follow in the coming months.
