GRASS VALLEY, CA โ The City of Grass Valley is pleased to announce a new collaborative partnership with the Nevada County Historical Society aimed at strengthening historic preservation efforts while creating new opportunities to celebrate, document, and protect the communityโs rich history.
As Grass Valley continues to grow and evolve, the City recognizes the importance of ensuring that its history remains an integral part of its future. A proposed ordinance change will transition the responsibilities of the former Grass Valley Historical Commission into a more collaborative model that directly involves members of the Nevada County Historical Society, providing more historical expertise to the Cityโs development review process.
The City anticipates bringing the proposed ordinance to the Planning Commission meeting on October 20, 2026, with the first reading of the proposed ordinance and a new appointment process before the City Council at its October 13, 2026, meeting, at 6 PM in the council chambers.
Under the proposed structure, a โHistorical Representative,โ recommended by the Historical Society would be selected to serve as a full member of the Cityโs Development Review Committee (DRC). The DRC, with assistance from the Historical Representative seat, will expand the historical preservation responsibilities previously performed by the Historical Commission, allowing for more detailed historical research and considerations to be incorporated directly into project review while creating a more coordinated and streamlined process of a single project review hearing.
The partnership will extend beyond the Historical Representative seat. All Development Review Committee (DRC) applications will also be routed to the Nevada County Historical Society for review and input, providing the City and DRC with the benefit of the Societyโs local historical research, knowledge and experience as projects are considered. This will significantly expand the scope of the historical oversight that has been done before, which previously was limited to the square mile of the original 1872 Historic Townsite.
The City will also consider a new appointment process that recognizes the expertise of the Nevada County Historical Society. Applications for the Historical Representative seat will first be thoroughly reviewed by the Historical Society, which will provide a recommendation based on an applicantโs knowledge and understanding of our local history, relevant experience and interest in historical preservation. Staff and the City Council Ad Hoc Committee will then review the recommendation before forwarding an appointment to the City Council for final consideration.
This new model represents the beginning of a broader working partnership between the City and the Nevada County Historical Society. Among several projects, the organizations are already collaborating on the preservation and digitization of historical records currently housed at City
Hall, helping ensure these important pieces of Grass Valleyโs history are preserved and made more accessible for generations to come. Some important items are already available online on the Nevada County Historical Archive, such as the original incorporation of the city on March 5, 1855, and the first survey of the Grass Valley townsite in 1872. Visit archive.nevadacountyhistory.org, click on Original Records and then on Grass Valley Minute Books.
Most importantly, this next chapter would not be possible without the many individuals who have served on the Grass Valley Historical Commission over the years. Their dedication, knowledge, and countless hours of volunteer service have helped protect the historic character that makes Grass Valley such a special community. Their work has not gone unnoticed, and the City is deeply grateful for the foundation they have built.
This transition is about building on the work already done. The City looks forward to preserving what our Historical Commissioners worked so hard to achieve while expanding opportunities for education, preservation, collaboration, and community involvement.
Through this partnership, the City and Nevada County Historical Society look forward to finding new and creative ways to celebrate Grass Valleyโs past while thoughtfully planning for its future.
