December 6, 2020 – On 12/3/2020 at approximately 4 pm Nevada County Reginal Dispatch Center received a call from the Dollar General in Penn Valley reporting an attempted robbery. The callers reported that an 18-25 year old black male subject had been in the store and left the store with several items without paying for them. The subject was confronted by the clerk outside of the store. During this contact, the suspect made statements and gestures leading the clerk to believe the suspect was armed with a firearm. The suspect then fled the area on foot and 911 was called. The clerk also reported they believed the suspect was related to a U-Haul truck that was parked in the area.
Deputies responded to the area and began searching for the suspect and associated U-Haul, however it was determined that both the suspect and U-Haul had left the area before the deputies’ arrival. A request for assistance was made for a California Highway Patrol Helicopter which arrived on scene shortly afterward to conduct a flyover and canvas of the area.
Deputies ultimately located the associated U-Haul parked behind the Shell Station on Penn Valley Drive where they contacted and arrested a 17-year-old male juvenile for robbery. During this time, deputies attempted to contact a female who was also associated with the juvenile and U-Haul truck. During the contact, the female fled the area on foot. While conducting an area check for the female, deputies were updated by dispatch with information from nearby homeowners that the female was seen running through properties and was accompanied by a Hispanic male subject.
Shortly afterward, another homeowner in the area called our dispatch center and advised they had a Hispanic male at gunpoint on their property. Deputies immediately responded to the location and took this subject into custody without incident.
The adult male was identified as Joseph Warren Madigan, 32, Sacramento. Madigan was on active parole and had an outstanding felony warrant out of Sacramento County. The juvenile arrestee was a reported missing person from Fresno County and had an outstanding felony warrant from Sacramento County.
The juvenile was booked into the Nevada County Juvenile Hall for Robbery, Conspiracy, and a felony warrant. Joseph Madigan was booked into the Wayne Brown Correctional Facility for Conspiracy, Violation of Patrol, and the Sacramento County Felony warrant.
Deputies are currently investigating the whereabouts of the female subject that was not located.
During the investigation and arrests, no firearms were located.
