A. Subject: Authorization for Procurement of Nevada City Wastewater Plant Clarifier Weir Wash System
Recommendation: Pass Resolution 2019-XX a Resolution of the City of Nevada City Council to authorize the procurement from Kusters Water – Zima Corp. in the amount of $65,820.00 plus $7,000.00 in contingencies for the Nevada City Wastewater Plant Clarifier Weir Wash System authorizing the City Manager or designee to sign purchase orders.
B. Subject: Contract Amendment Budget Contingency Request for Price Consulting Services for the Housing Element Update
Recommendation: Approve a contract amendment to increase the budget by $3,400 for the Housing Element update for Price Consulting Services.

5. DEPARTMENT REQUESTED ACTION ITEMS AND UPDATE REPORTS:
A. Subject: Request to provide the Nevada City Council Chambers for use by the Nevada City Chamber of Commerce during Victorian Christmas 2019
Recommendation: Approve request to provide the Nevada City Council Chambers for use by the Nevada City Chamber of Commerce for Santa’s Headquarters during Victorian Christmas 2019 and waive applicable fees.
B. Subject: Update on Nevada City State Route (SR) 49 Multimodal Corridor Plan
Recommendation: Receive and file.
C. Subject: Courthouse Committee Update
Recommendation: Staff is seeking City Council’s interest in signing the attached letter supporting the Nevada City Courthouse project to occur at the current location, 201 Church Street Nevada City , CA 95959 and authorizing the City Manager to submit the letter of support to the Judicial Council’s Courthouse Facilities Advisory Committee.
D. Subject: License Agreement Nevada County Administrative Center Sugarloaf Trail Overflow Parking Agreement with Nevada City, CA
Recommendation: Approve revised License Agreement and authorize the Mayor to sign on behalf of the City prior to County staff presenting a County Resolution for adoption to the Board of Supervisors approving the Agreement.
E. Subject: Monthly Update on City Council Six-Month Strategic Objectives
Recommendation: Receive and file.
6. PUBLIC HEARINGS:
A. Subject: 2019-27 Housing Element
Recommendation:
1. Conduct public hearing, consider public and staff comments.
2. Approve Resolution 2019-XX finding that General Plan Amendment GPA 2019-01, the 2019-27 Housing Element, is exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to Section 15061 (b) (3) of the CEQA Guidelines.
3. Approve Resolution 2019-XX, adopting the Nevada City 2019-27 Housing Element and incorporating it into the City of Nevada City General Plan.
B. Subject: Parking Committee Recommendation to Increase Parking Meter Fees
Recommendation: Pass Resolution 2019-XX, a Resolution of the City Council of the City of Nevada City establishing revised parking meter rates at all current meter locations and supersede suspended Resolution 2019-23.
C. Subject: A Resolution of the City Council of the City of Nevada City, California, Adopting a New Fee Schedule that Establishes New Fees for Wireless Telecommunication Facilities Permits
Recommendation: Pass Resolution 2019-XX, a Resolution to establish fees to cover staff costs to review and process wireless telecommunication facility permits and establish a fee deposit associated with processing telecommunication facility permits that require extraordinary hours or that require use of a consultant.

Recommendation:
1. City Council confirmation of a local emergency and ratification of the Proclamation signed by Reinette Senum, the Mayor as the Director of Civil Defense and Disaster Council.
2. Review and approve the Nevada City, Grass Valley and Nevada County joint letter of concern regarding Public Safety Power Shutoffs (PSPS) and authorize the Mayor to sign.
