Notice is hereby given that the Local Agency Formation Commission (Nevada LAFCo) will conduct a public hearing on the municipal service review (MSR) of fire and emergency response services as provided by the following agencies: City of Grass Valley Fire Department (also serving Nevada City), Higgins Fire Protection District (FPD), Nevada County Consolidated FPD, North San Juan FPD, Ophir Hill FPD, Peardale-Chicago Park FPD, Penn Valley FPD, Rough & Ready FPD, Truckee FPD and Washington County Water District (FPD).

The Commission will also consider adopting recommended updates to the spheres of influences of the following agencies: Higgins FPD, Nevada County Consolidated FPD, North San Juan FPD, Ophir Hill FPD, Peardale-Chicago Park FPD, Penn Valley FPD, Rough & Ready FPD, Truckee FPD and the Washington County Water/Fire District. All of the listed fire districts provide fire protection and emergency response services. As required by LAFCo policy, the Sphere Updates identify the current and anticipated service areas and include land use and growth projections and analysis.

The Commission will also consider making determinations that the related proposed sphere updates are exempt from the California Environmental Quality Act (CEQA) under Section 15061(b)(3); the “General Rule” that CEQA only applies to projects which have the potential for having significant effects on the environment.

The Commission will consider oral and written testimony by any interested person or affected agency as well as the report of the Executive Officer. At this hearing, the Commission may approve or disapprove the proposed sphere updates with or without amendment, as a whole, in part, or upon such conditions as the Commission may determine.
