The Western Gateway Recreation and Park District invites sealed bids for ballfield rehabilitation at Western Gateway Park, Penn Valley, California, RRT Project RE-29-001. Bids are due October 6, 2026, at 4:00 p.m. Pacific, with public opening immediately afterward at 18560 Penn Valley Drive, Penn Valley, CA 95946. Mailing address: P.O. Box 597, Penn Valley, CA 95946. Work includes approximately 60,000 square feet of Field 1 outfield rehabilitation with seed or hydroseed, limited Field 2 outfield patching and seeding, limited Field 3 infield leveling and repairs, irrigation testing and adjustments, turf establishment and first mowing, cleanup, and one brief contractor-led maintenance walkthrough. Price Field 1 sod as a separate net upgrade.
Available contract funding is $120,729.62, including one fixed $12,000 irrigation repair allowance. Submit separate base prices for each field. The combined base bid, including the allowance, determines the lowest bidder under Public Contract Code section 20103.8(a). The District may accept that same bidder’s sod upgrade if affordable and approved by State Parks; upgrade pricing does not change ranking.

A California C-27 license is required. Contractor and subcontractors must be DIR-registered as required by Labor Code section 1771.1, subject to its statutory exceptions. Prevailing-wage, certified-payroll, and apprenticeship requirements apply; the project is subject to DIR compliance monitoring and enforcement. Applicable prevailing wage determinations are on file at the District’s principal office and available on request.
No bid bond is required. The successful bidder must provide 100% performance and payment bonds and required insurance. Eligible securities may be substituted for retention under Public Contract Code section 22300.
Award requires sufficient funding and written State Parks approval of the selected scope or confirmation it is already approved. Bidding may proceed during modification review. Work requires contract execution, accepted bonds and insurance, and written Notice to Proceed. Contract time is 120 calendar days, including establishment and first mowing, subject to approved weather adjustments. The District reserves the right to reject all bids.
